Board members raised broader policy questions after hearing two garage-conversion applications, asking whether the city should revise standards so fewer conversions require board review.
City staff said legal counsel is advising on options and that the administration is "mulling over the best way to attack that," with the aim of balancing citizen protections and administrative efficiency. Staff told the board that if changes are drafted they would be taken to the planning commission before any ordinance changes are proposed.
Board members pressed staff about how hardships and owner-occupancy requirements might be handled under a rewrite. Staff said many applications might be handled administratively under some proposed approaches, reducing burden on the board while preserving the ability to require findings of hardship when appropriate.
