The Town of Montour Planning Board on Sept. 17, 2025 approved a subdivision application concerning property owned by Mark Lortscher and completed a county approval form to clear a hold on a transfer of title.
Board members recorded that in May 2025 building inspector Rick Carroll advised Mr. Lortscher by email that "the Town of Montour does not have a process for dividing land into lots," and that in June Mr. Lortscher subdivided his six-acre parcel and sold three acres at 4740 Hitchcock Road in Montour Falls. Schuyler County Assessor Jessica Ryan stopped the transfer of title pending the Planning Board's approval. The board filled out the requested Approval form; Town Clerk Gloria will send the form to the county assessor to complete the transfer of property title.
The board's action resolves the assessor's administrative hold so the county can resume processing the title change for the three-acre sale.
