Montour board approves 10-year cable franchise renewal with Spectrum Northeast

The Board of the Town of Montour adopted a resolution Dec. 9, 2025, granting a 10-year renewal of the cable franchise for Spectrum Northeast, LLC, an indirect subsidiary of Charter Communications, Inc., contingent on approval by the Public Service Commission. The board closed the advertised public hearing — which drew no members of the public — and approved the franchise renewal by a 4–0 vote.

The resolution (Resolution #63) states that "Spectrum Northeast, LLC has substantially complied with the material terms and conditions of its existing franchise and with applicable law" and that the company "has the financial, legal and technical ability to provide these services, facilities and equipment as set forth in its proposal attached." The renewal would run for ten years beginning on the date of PSC approval and is described in the resolution as bringing the franchise into conformity with provisions of the Federal Cable Communications Policy Act of 1984 and certain court rulings. The board recorded the vote as Ayes–4, Noes–0; the motion was offered by Councilperson Brian Stamp and seconded by Councilperson Donna Taber.

The advertised public hearing for the franchise was published in the Review and Express on Dec. 3, 2025; the hearing was held on Dec. 9, 2025 at 7:00 p.m. and closed at 7:03 p.m. after no public comments were offered. The board noted that the franchise renewal is effective upon approval by the Public Service Commission and will expire ten years thereafter.
