City Manager Gordon Hargrove told the Board that without the extension, construction and engineering support at Sanford Dam would end and the contractor—Sequoia—could demobilize. He said the project was shortened from 36 to 30 months to reduce costs and that McGill submitted a construction amendment requesting a 10‑month extension at roughly $1.5 million. The Board approved the extension after staff agreed to revise the contract to a not‑to‑exceed amount.
Hargrove also gave a preliminary repair estimate for Pine Lake Dam of about $2.4 million and said a more accurate estimate and construction timeline should be available by Jan. 20. Mayor Jeff Winecoff expressed frustration that contractors brought the extension request late and said engineers had not discussed FEMA reimbursement matters as expected. Commissioner Kim Sherwood sought corrections to contract wording before final execution.
The motion to approve the extension passed 4‑0 with direction to update contract language and ensure appropriate administrative corrections prior to signing.
