City proposes shifting driveway culvert installation to property owners to ease staff workload

At the Jan. 6 meeting, Assistant City Manager Nicole Morgan described a proposed UDO amendment to Article 7, Section 7.9 that would require property owners to procure and install driveway culverts and associated materials when creating a residential driveway connection.
Morgan said the City would continue to perform site evaluations, determine design requirements, and verify compliance during permitting, but shifting procurement and installation to applicants would reduce operational burden as demand for driveway connections increases. There were no public comments on this item during the hearing. The Board did not adopt the change on Jan. 6; staff will return the amendment for further administrative review.
