EMA Director Michelle Clements‑Pitstick told the board the Homeland Security grant is currently on spending hold because FEMA must approve proposed equipment and federal processes are not yet complete. She confirmed the grant’s chemical planning scope could include agricultural herbicides and pesticides when applicable to planning and response.
The board moved to authorize the County Administrator and EMA Director to execute grant documentation and reporting requirements; commissioners voted unanimously to accept both grants. The Homeland Security grant listed an effective funding period through December 31, 2027, but EMA noted a federal hold may delay purchases.
