Planning board reports Orange County referrals: Holly zoning changes and Yates short-term rental permits

Board member reported that Orange County Planning approved a Village of Holly comprehensive plan referral expanding zoning districts and a Town of Yates referral establishing five-year short-term rental permits with a 12-month grandfathering window for existing operators.
At the meeting, Chair Greg summarized recent action at the Orange County Planning Board on June 25, saying the Village of Holly proposed a comprehensive plan update that would increase zoning districts and create corridor subdistricts.
"They're gonna expand the number of zoning districts from 6 to 10," Chair Greg said, noting the plan also designates a Pub Square and State Street corridor subdistrict and maps a tree-preservation and deep-slope area near the Sandy Creek east branch.
Chair Greg also described a Town of Yates referral that establishes permitting requirements for short-term rentals. "The permits run for a 5 year term. And any any of them that are, operating currently, they get a 12 month window to obtain their permit," he said. The board noted the Yates rules exclude hotels, motels and bed-and-breakfasts and call for health and safety standards such as smoke alarms.
Both referrals were approved by the county board, the Chair said. Members asked for copies of county materials to be circulated and noted the county's updated website now displays town zoning maps, which the board can use for future referrals and reviews.
