The Milwaukie Redevelopment Commission and Budget Committee reviewed a set of proposed budget adjustments intended to align FY27 appropriations with CIP projects that rolled from FY26 and to incorporate recently negotiated labor agreements and other technical changes.
Finance Director Michael Osborne explained staff identified roughly $5.36 million in cost‑to‑complete for previously budgeted CIP work that will be rebudgeted into FY27, and noted provisions to use contingency to cover the three‑year collective‑bargaining agreement adopted by council. He said the adjustments draw on unappropriated ending fund balances tied to projects and on contingency rather than producing a material, long‑term change to the city’s five‑year forecast.
Member William Johnson moved to recommend the budget adjustment to council and Chair Leslie Schachner seconded. The committee voted in favor and the motion carried. The committee also discussed smaller adjustments (library locker funds, tree‑fund professional services, and a cooling‑center grant rollover) and asked staff to provide supporting schedules and Socrata links to make quarterly data more accessible to members and the public.
