The motion carried with four ayes (Councilmembers Michael Milnes, Scottie Henderson, Joe Mark Taylor, and Mayor Susan Byrd) and three members absent (Councilmember Morris Watson Jr., Councilmember Cecil Sparks, and Mayor Pro Tem Debra Levels-McDavid at the time of the vote).
