District staff explained a new process to facilitate subscriptions through the Overture Learning portal for homeschool students. Rich told the board the legislature changed reimbursement rules for online curriculum so parents cannot be reimbursed except for internet expenses; Overture's portal requires a particular bank connection and the vendor recommended an account denominated as 'Ireland' to route payments. Rich said the bank is U.S.-based with a Twin Falls branch and that the arrangement lets Overture accept funds on behalf of the district for parents' selected subscriptions.
Trustees asked whether the account was a local bank and staff confirmed the branch is in Twin Falls. The board moved and approved establishing/using the account to enable payments through Overture's portal.
