Board reviews $10 million one-time capital allocation and discusses new gym

The Emmett Independent District board on Monday reviewed how the district plans to spend a one-time capital allocation from state legislation commonly referenced in the meeting as '05/21.' Mr. Woods told trustees the district "received just over $10,000,000 in 05/21 money," explaining the board chose to take the lump sum rather than staggered payments.
Woods said the money must be used for capital projects and that interest on the account is restricted to the fund. He outlined a prioritized list that included moving portables, completing HVAC work and a proposed new gym on the high school campus estimated at roughly $3.2–3.5 million. "We had a contract out for the HVAC system and the carpet of 5.8. We are gonna come under that budget by quite a bit," he said, adding the board has prequalified four firms for design–build or may choose an architect and competitive bid process.
The board discussed tradeoffs between design–build versus design–bid–build — design–build can shorten schedule and consolidate responsibility, while traditional bidding may reduce cost through competition. Trustees asked staff to return with firm cost estimates and a recommended procurement route before authorizing construction work to begin.
Next steps: staff will refine cost estimates and return with a recommendation so the board can consider selecting a design–build contractor or opening the project for bids.
