Finance Director Erin Ryan told the council that the draft 2026 budget factors in personnel and service changes that increase expenditures, including a School Resource Officer position, three interns and provisions for three planned retirements.
Ryan also highlighted rising service payments: transit payments to Mankato will increase by $8,600, and with the completion of the All Seasons Arena the payment to Mankato will increase by $88,000. Taken together with revenue declines, Ryan said these items are driving the projected $349,000 increase in expenditures for 2026.
Councilors discussed these staffing and program items while weighing which requests could be postponed or removed to limit tax-rate impacts. Staff will present ranked requests so council can weigh personnel and program trade-offs ahead of final budget decisions.
