Council approves Construction Manager contract for new Public Works facility after debate

The North Mankato City Council narrowly approved a Construction Manager contract for a proposed new Public Works facility on Aug. 4. Public Works Director Arnold described the contract as including a $5,000 preconstruction fee and general-conditions/per-diem costs estimated at $748,000, with a guaranteed maximum price to be set later; the council debated whether the city should first produce a cost analysis of rehabilitating the existing site. Council Member Peterson moved to approve the contract and Council Member Whitlock seconded; the motion passed 3–2 with Peterson, Whitlock and Mayor Carlson voting yes and Steiner and Oachs voting no.
Council Member Oachs said she would not move forward without a cost analysis comparing rehabilitation of the current site to constructing anew. Public Works Director Arnold and City Administrator McCann argued the existing site rehabilitation would be cost-prohibitive and noted that renewable-energy options such as solar and geothermal would be considered for the new site. Arnold also said MPCA brownfield rehabilitation funds could be considered for redevelopment financing.
