Levelland approves temporary operator services agreement with PSC for TCEQ compliance

The Levelland City Council on Aug. 4 approved a month-to-month Temporary Operator Services/Operator of Record agreement with Parkhill Smith & Cooper LLC, doing business as PSC Water Operating Company, to support the city's water and wastewater operations during a licensing transition.
Staff said PSC has worked with the city since June 2025 to support daily reporting to the Texas Commission on Environmental Quality (TCEQ) and to avoid Notices of Violation tied to inadequate operator licensing. The company will provide initial in-person training sessions followed by remote sessions with the stated goal of preparing city employees for operator certification. Council approved the agreement by motion of Michael Stueart, seconded by Bill Powell; the motion carried unanimously.
The agreement is month-to-month; staff said PSC will continue to assist with WWTP operations until city personnel are trained and certified, at which point the service will end unless a continued need is documented.
