North Mankato council reviews levy scenarios as staff seeks cuts to avoid tax increase

Finance Director Erin Ryan presented multiple levy scenarios at the North Mankato City Council work session on Aug. 4, 2025 and asked for council direction on which staff-requested items to prioritize. "In order to achieve a 0% tax rate increase, additional requests would need to be eliminated," Ryan said, describing scenarios that would change the tax rate by 16.605%, 9.492%, 8.292%, 3.226% and 1.731% depending on which requests were included.
The presentation focused on General Fund impacts from department requests, which staff had ranked as urgent, high, medium or low. Ryan asked council members to indicate where they were comfortable setting the rate and directed staff to prepare a package showing what would be required to approach a 0% increase. Council members discussed options and told staff to circulate the detailed staff-request lists so councilors could submit rankings.
The work session was advisory; no formal levy action was taken. Staff will return with refined scenarios and the prioritized request list for further council consideration ahead of the public budget process.
