At the Dec. 2 special meeting Mayor Daniel Loyola requested that all council members be added to the city's bank accounts except Councilmember Karen Mills, who was excluded because she works for the bank. Councilmember Phil Karrer moved to add Mayor Loyola and Councilmembers Kerry Gutierrez, Phil Karrer, Jerry Penshorn and Jeremiah Burns to the accounts; Councilmember Burns seconded. The motion passed unanimously.
The minutes record the exclusion of Councilmember Mills for the stated reason of her employment at the bank. The minutes do not record additional discussion about conflict-of-interest policy, whether other safeguards were considered, or whether the bank or outside counsel reviewed the arrangement.
