Marion council votes to add five council members to city bank accounts; excludes member employed by bank

Councilmember Phil Karrer moved to add Mayor Loyola and Councilmembers Kerry Gutierrez, Phil Karrer, Jerry Penshorn and Jeremiah Burns to the accounts; Councilmember Burns seconded. The motion passed unanimously.
The minutes record the exclusion of Councilmember Mills for the stated reason of her employment at the bank. The minutes do not record additional discussion about conflict-of-interest policy, whether other safeguards were considered, or whether the bank or outside counsel reviewed the arrangement.
