Council approves Cotton & Crude festival at Oxy Sports Complex, allows BYO alcohol

The Levelland City Council voted unanimously to approve a special-event application from the Levelland Chamber of Commerce for the Cotton & Crude festival on Sept. 20, 2025. The Chamber has moved the music-festival-style event to the Oxy Sports Complex and told council it expects attendance above the 200-person special-event threshold. Organizers told staff they plan to allow eventgoers to bring their own alcohol; the Special Events Committee recommended approval after reviewing safety plans with the Levelland Police Department and Levelland-Hockley County Emergency Management.
"To approve a Special Event Application for the Levelland Chamber of Commerce Cotton and Crude event," Bill Powell moved; Max Ledesma seconded and the motion carried unanimously. City staff noted the change of venue from downtown to the Oxy Sports Complex and said the Chamber had coordinated with public-safety partners on crowd and alcohol management plans.
The event approval allows the Chamber to proceed with detailed permitting and vendor arrangements. City staff will continue working with the Chamber and safety partners on operational plans as the September date approaches.
