Board adopts 75-point minimum score and allows reallocation if category scores fall short

Michael Torres explained the rationale: the board has in the past seen lower-scoring sole applications win funding in a category while stronger proposals in other categories competed for limited dollars; the threshold and reallocation rule aim to reward higher-quality proposals overall while making the solicitation clear to applicants.
Board members asked how narrow scoring differences might affect funding and whether this would be confusing to applicants; staff said the approaches would be stated in the solicitation so proposers understand the evaluation rules. The motion passed by voice vote with no opposition recorded.
