Commission approves Germantown Village Square subdivision and parking reduction

The Germantown Planning Commission voted to approve a preliminary and final subdivision plat that creates a 0.37-acre outparcel at Germantown Village Square (7694 Poplar Avenue) and separately approved a requested parking reduction for the shopping center.

Planner staff explained that the main shopping center would remain under its original SC-1 zoning while the new outparcel would be governed by the T5 Urban Center zoning district. Applicant representatives presented a parking-utilization study showing vacancy counts at several peak times; staff and the applicant said the conservative study still showed sufficient parking for the center after the split. "We only looked at those areas (highlighted in yellow) to be conservative," the applicant's representative said when describing the counts, and commissioners praised the conservative approach.

The commission approved the subdivision motion by roll call and then approved the parking-reduction motion (from 914 spaces to a proposed 877) with conditions listed in staff materials. Commissioners noted that the reduced parking still leaves significant available spaces and that creating an outparcel provides flexibility for future mixed-use development. The approvals require the applicant to record the plat and to submit an administrative revised site plan that memorializes the parking-reduction details.

Next steps include recording the plat and administrative site-plan revisions; any future development of the outparcel will return to staff and DRC for design review.
