Council approves TCEQ‑mandated SEP work to modify wastewater disinfection system

The Lindsay City Council unanimously approved Task Order 042026 on April 14, 2026, directing KSA Engineering to provide planning, design and construction‑phase support for a TCEQ‑mandated Supplemental Environmental Project (SEP) related to the city’s wastewater disinfection system.
Ted Scheiner of KSA Engineering told the council that the work will include installing fiberglass tanks and a building to house modifications to the disinfection system. "The goal is to satisfy the fine of $110,000.00 and make it operable with the new system," Scheiner said. He told the council the timeline for completion is 180 days measured from March 3, 2026.
The motion to approve Task Order 042026 was moved by Councilmember Jeff Neu, seconded by Councilmember Klay Gilbert, and carried 5–0. The council did not discuss detailed funding sources for construction costs at the meeting; staff and the engineering firm will provide design documents and a schedule as the project advances.
