Staff and council emphasized they will maintain the Collin County contract as well and noted Wylie will not accept unruly prisoners or those with higher‑level charges.
City legal counsel Joe Gorpheda reviewed the agreement and told council that from a legal standpoint the interlocal contract does not impose additional liability on Lucas. Council members asked about potential annual fee increases in Wylie's contract; counsel and staff said fee schedules are typically revisited annually and that the city’s final cost will depend on actual usage.
Council voted to approve placing the item off consent and to adopt the interlocal agreement as presented.
