Commissioners flag grading-language gaps and urge Public Works coordination

Commissioners raised a series of implementation concerns about subdivision and map provisions, chiefly the inclusion of grading and erosion-control language that presumes a grading ordinance the county does not yet have.
"How can we say that every map approved when we don't have anything for it to be approved?" asked Committee member (S3), who yellow-flagged the clause. Staff member (S1) said the language was written in contemplation of creating a grading ordinance and recommended reconciling the provision before final adoption. Several commissioners called for bringing Public Works into future reviews: Staff (S1) identified Terry Smith at Public Works as the county surveyor who reviews parcel maps and suggested more routine involvement.
Commissioners also requested stronger parcel-map standards (contour intervals, ingress/egress and easement delineation) and suggested that tentative maps should include soils, geologic and hydrologic reports when relevant. Staff will coordinate with Public Works and the county surveyor to clarify grading, map-content requirements and the approval workflow before returning a revised draft to the commission.
