Shana Pochas (school leadership director) and Patty Mavis (Head Start director) presented proposed edits to the Head Start program guidelines and operational procedures handbook, explaining annual management reviews and recent staffing adjustments that prompted updated verbiage.
"Head Start follows federal guidelines, child care regulations, district rules, and regulations," Mavis told the board as she outlined the program's need to update procedural language to reflect staff changes and compliance with federal performance standards. The presenters said the program is shifting away from a legacy in‑person "enrollment day" event in favor of emailing forms (the district is migrating from DocuSign to Adobe) and embedding required partner screenings into open houses or regular building schedules to be more efficient.
Board members asked clarifying questions about community partner involvement, federal oversight and how Head Start accounts for staffing changes; presenters said federal rules set several Head Start requirements and that the proposed handbook edits reflect changes in practice and compliance needs. The board did not take immediate action beyond discussion of the proposed handbook revisions.
