Committee member (S3) said a clear portable‑vs‑permanent definition would allow small operators to earn revenue from timberland without being pushed into industrial zoning rules. Staff (Staff member (S1)) agreed to ask the consultant to refine definitions so that permanent mills with structures and continuous wholesale sales are handled differently than short‑term or direct‑to‑consumer operations.
The discussion included related accessory uses such as on‑site fabrication and mobile equipment; commissioners proposed AUP for AG1 and by‑right status for AG2/TPZ where appropriate. No formal action was taken; staff will forward the revised language to the consultant for incorporation and return to the commission for review.
