Upton's statement to the Board documented notice and outreach steps (six certified letters mailed on June 9, with one unclaimed letter to an owner listed as Elaine Kay Goffee) and publication of the notice in the Chronicle-Telegram. The Stormwater Management District will be the implementing funding source as the Board recorded adoption language for Resolution 26-389.
