The Prospect Heights School District 23 Board adopted the 2025 Certificate of Tax Levy at its Dec. 18 meeting following a Truth‑in‑Taxation public hearing. Administration recommended a levy increase of 4.11%, reflecting a capped CPI assumption and projected new construction values.
Administration explained the levy is prepared under the Property Tax Extension Limitation Law (PTELL). The memo to the Board noted the 2024 Consumer Price Index of 2.9% and that the district's strategy is to levy the maximum amount allowable under PTELL to cover rising operating costs and maintain fund balance stability. The administration's recommendation stated, "At this time, Administration is recommending moving forward with a levy of 4.11%, based on our assumptions of 2.9% CPI (Capped) and $10,000,000 in new construction." The Board also approved a related IMRF resolution at the same meeting.
The Board opened the Truth‑in‑Taxation hearing at 8:30 p.m. and closed it at 8:43 p.m.; no public testimony was recorded in the minutes. The motion to approve the levy and IMRF resolution passed by roll call vote (Yea:5, Nay:0; members McClaney and Peters were absent). Administration said the district will file the adopted levy with the Cook County Clerk as required and will continue a multi‑month outreach and budgeting series in January–March to explain longer‑term sustainable financing options to the public.
