The Lockney City Council unanimously voted Oct. 21, 2025 to appoint City Secretary KayCee Thiebaud as Interim City Manager for nine months effective Oct. 21, 2025, following a closed-session discussion of personnel matters.
Councilman Edward Marks moved to appoint Thiebaud and Councilman Dart Carthel seconded; the motion passed unanimously among members present. Mayor Steve Wright was present and completed the approval; Councilwoman Rosio Reyes had left the meeting at 8:20 a.m. and was absent for the vote. The council reconvened in open session at 9:27 a.m. after a closed session held under Texas Government Code §551.074 (personnel matters).
The appointment is to be formalized in a Memorandum of Agreement between Thiebaud and the council, to be signed by Mayor Steve Wright. The council framed the action as necessary to assure continuity of management and administration of city operations after the death of City Manager Buster Poling. The motion record shows the council approved the interim appointment without dissent.
The council did not set salary or other terms on the meeting record beyond the nine-month period; those details are to be included in the forthcoming Memorandum of Agreement.
