District staff outlines MTSS rollout, says all schools now running Tier 2 interventions

Carrie, a district instructional leader, presented an overview of the district's multi-tiered system of supports (MTSS), describing work that began in fall 2021 and the district-wide team that formed to implement tiered academic and behavioral supports. "I'm here to do an overview and an update on our implementation of MTSS or multi tiered systems of support in our district," she said, and walked the board through goals, PLC cycles and the district guidebook used to standardize practices.
Carrie said Tier 1 (universal instruction) and Tier 2 (targeted interventions) are now in place across the district, noting the district's work to train early adopters at secondary schools and to build a resource hub for teachers. She described investments in progress-monitoring forms, the Satchel Pulse SEL screener and instructional-coach support for teams. The district will continue to build Tier 3 (intensive) systems and expand SEL behavior supports, and Carrie said the MTSS guidebook remains a "living document" that the MTSS team updates annually.
The presentation included specifics about PLC expectations and data use: the district set goals for 2–3 PLC cycles in prior years and is now using unit or classroom assessment data to trigger Tier 2 supports. Board members asked about staff buy-in and scheduling; Carrie said the chief challenge was creating time in secondary schedules for interventions and that early-adopter teachers helped demonstrate workable models.
