City pauses new special-event permits at Muriel Iverson Williams Waterfront Park over turf concerns

Staff reported that the City Council followed a staff recommendation to impose an immediate temporary pause on any new special-event permits at Muriel Iverson Williams Waterfront Park. Staff framed the measure as a response to intensive 2024 use that caused turf compaction and damage and said the pause will remain in place through the end of the year while a turf-management plan is developed.
"So council, followed staff recommendation on last Wednesday to do a temporary pause effective immediately through the end of the year for any new events since 2023 at Muriel, Iverson, Williams Waterfront Park," said the staff member (S3). The staff member added that existing events and routine rentals are unaffected, and that staff will return to council with data and policy recommendations.
The report said staff reviewed use patterns across 22 other cities to inform cost-recovery and limit options, and that analysis will consider whether to treat local organizations differently from nonlocal, for-profit users. The staff member emphasized that the pause is intended to allow development of a turf-management plan and guidelines for equitable park use.
Next steps include staff compiling the survey and usage data, consulting with the Park & Rec Commission for input, and returning recommendations to council for formal policy direction.
