He urged that the draft be remanded to planning and zoning to add text stating that several intersections are failing, that this may restrict future commercial and residential development in affected areas unless remediation occurs, and that staff should provide a public‑facing, regularly updated list of failing intersections.
Commissioners discussed how to include failing‑intersection language in a planning document without creating a regulatory obligation that would require repeated plan amendments as conditions change. Staff suggested hyperlinking to a DPW maintained list so the plan can reference a current status without requiring frequent text amendments. The commission voted to require the additional text, keep the record open and ask staff to work with DPW; the motion passed by voice vote.
