The assessor's office explained that, for the program's purposes, voter registration is treated as primary-residence evidence. Appellants testified they had delays updating voter registration while otherwise living in Grand County.
After hearing testimony and legal guidance that the board has authority to overturn the assessor's recommendation (with the caveat it may open appeal routes), commissioners voted to grant both appeals. Commissioner Linke moved to grant Mr. Rorta's application, citing the appellant's testimony and the board's discretionary role; later the board similarly approved the appeal by Palmarino and asked staff to publicize the voter-registration criteria for future applicants.
