Community Development proposes major building-permit fee overhaul, including large mobile-home fee increases

Robert Wilson, chief building official, presented a comprehensive review of building permit fees (last updated in 2017) and proposed adjustments to bring fees in line with actual staff time and inspection workloads. He recommended lowering valuation-based fees for routine items such as roofing and window replacements, which staff concluded were currently overcharged relative to processing time, while proposing significant increases for mobile-home setup permits (proposed example figure of $1,600 per unit) and higher fees and oversight for advanced onsite wastewater treatment systems to cover inspection and tracking responsibilities.
Wilson said permit valuation tables are outdated and that county valuation-per-square-foot figures are well below local construction costs; he proposed revising valuation tables for large residential and commercial projects and preparing a detailed fee schedule and transparent comparisons with neighboring counties and towns. Commissioners asked for comparative data and outreach to the builders’ community; staff will return with a public hearing packet and recommended figures.
