School district official outlines safety, FERPA limits and ICE checklist

Larry Titus, the district's community resource and school safety specialist, told the committee he oversees crisis planning, training, the 'Be Safe School' tips line and coordination with law enforcement and other agencies. He described the school safety team's makeup (15 safety advocates and 14 SROs) and said the district uses data and threat assessments to determine when to alter school operations.
Titus also explained protocols for interactions with federal immigration agents: the district follows a checklist to verify documentation and consult legal counsel before allowing access to a student. "We wanna be sure that they have a warrant," Titus said, stressing parental notification and legal review before releasing a student. He said the district is researching what basic contact information might be shared with law enforcement under MOUs while ensuring FERPA protections are followed and that the state's attorney's office is involved in those discussions.
