Planning commission recommends approval of Kitsap Transit North Base maintenance facility

Planning staff asked the Poulsbo Planning Commission on Monday to recommend approval of Kitsap Transit’s proposed maintenance facility and operations-office addition at the North Base on Viking Avenue.
“Kitsap Transit is requesting approval for construction of a maintenance facility and addition to operations offices at the North Base here in Poulsbo,” staff planner Edie Berghof told the commission, describing a site that includes fueling, washing and a maintenance shop and that requires the construction and dedication of Ruth Haines Road under a prior ordinance.
Engineering staff said the project’s stormwater review complies with the 2019 stormwater manual for Western Washington and accepts the developer’s trip-generation memo. “They’re going to be generating 136 new trips with this project,” Michael Bateman said, and engineering recommended approval with mitigation by payment of traffic-impact fees.
Staff identified several conditions — a boundary-line adjustment before building-permit issuance, building permits for the generator slab and noise/security wall footings, and SEPA conditions tied to the site — and noted the SEPA threshold determination was issued April 14 (appeal period ends April 28 at 4:30 p.m.). The project includes a proposed 150-space staff parking lot to serve shift changes and future growth, a gated noise and security wall, and emergency access that will remain available to fire responders.
After questions from commissioners about aquifer recharge, wells and utility easements, Commissioner (Speaker 1) moved that the Planning Commission recommend approval to the hearing examiner for the Kitsap Transit North Base maintenance facility (planning file “P-seven-twenty”) and authorize the chairperson to sign the commission’s findings of fact, conclusions and recommendation. Commissioner (Speaker 3) seconded the motion. The commission proceeded to a voice vote and the motion passed by voice; the vote was recorded on the transcript as multiple commissioners answering “Aye.”
The commission’s recommendation advances the project to the hearing examiner; staff said appeal and permitting steps remain and that construction-related permits (building, grading, stormwater) will follow the hearing-examiner process.
