Council approves opioid fund appropriations and $380,000 digital portal purchase

The Floyd County Council approved several auditor-initiated appropriations May 12 that fund opioid-response activities and a county public records digital portal.
Auditor Diana Topping requested $118,416 from the Opioid Restricted - Abatement fund (balance $181,242.91) and $20,000 from the Opioid Unrestricted fund for drug testing services and training ($10,000 each). Tony Toran moved the opioid fund appropriations; Sam Sarkisian seconded and the motions passed unanimously. Topping also requested $380,000 from the County General fund to purchase a Public Records Digital Portal; the council approved that appropriation on a motion by Matt Millies.
Minutes state Topping will process claims and manage the funding through the auditor's standard procedures. The actions were recorded as part of Ordinance 2026-11.
