The Floyd County Council voted unanimously May 12 to approve multiple additional appropriations and adopted Ordinance 2026-11 to formalize the spending. Items approved included a $10,000 legal-services supplement for the public defender, park capital and grant expenditures totaling $177,650.92, opioid program appropriations, and a $380,000 allocation for a public records digital portal.
Council President Danny Short opened the public hearing on additional appropriations and the body moved through each departmental request. For the public defender request, Matt Lorch asked the council to approve an additional $10,000 from the Supplemental Public Defender Fund (fund balance $71,805.97); Denise Konkle moved the motion, which passed unanimously. Parks and Recreation requests included a $146,373 LWCF grant appropriation and $31,277.92 in non-revenue capital allocations for Caesar Foundation Park and the Duke Trail Grant; those motions also passed unanimously.
The council recorded motions and seconds for each item; the full package was codified as Ordinance 2026-11. Minutes show the ordinance and the night's approvals were attested by Auditor Diana M. Topping and later approved on June 9, 2026. The council adjourned following the votes.
