Public works staff said Railstar Engineering recommended pile wrapping and other repairs to extend pier life by roughly 50 years, and that the work requires specialized aquatic permitting (the Joint Aquatic Resource Permit Application and associated agency submittals). "This permitting is anticipated—it could take up to about nine months," the presenter said, and noted that Corps of Engineers timing and other agency review may push the schedule. If permitting is completed in time, staff said construction could occur in summer 2026 within regulatory fish windows.
Councilmember Doug Newell moved to approve the consultant contract and the motion carried on a roll-call vote. Staff will return with any permit-driven design updates and a construction bidding timeline as the permitting process progresses.
