Trails advocates warn Poulsbo to be ready to obligate federal RAISE grant funds by 2027

Linda Barry Mare, president of the North Kitsap Trails Association, told the council April 2 that Poulsbo and partner jurisdictions have been awarded planning grants (including $500,000 for Poulsbo’s Old Town Loop) and must be ready to obligate those funds by the federal deadline of September 2027.
Mare said the program aggregates roughly $16.5 million across multiple jurisdictions and stressed the short timeline for obligating federal funds in transportation planning: “In transportation world, that’s like a blink,” she said, urging preemptive coordination and reminding council staff that National Rails to Trails Association has asked elected officials to protect existing project funding.
Councilmembers thanked the trails association and staff noted they will watch grant obligation timelines and help coordinate with county partners to ensure projects are ready for the obligation window.
