Council approves rezone for massage business on 100 North after brief public hearing

The Vernal City Council approved Ordinance 2026‑11 to rezone 356 East 100 North from R‑4 Residential to C‑1 Commercial Corridor, allowing Rebecca Francisco to continue operating Relief Massage at the location.
Assistant City Manager Braeden Christofferson told the Council staff determined the business functioned as a primary commercial use after a business license review. Applicant Rebecca Francisco described the operation as low impact and said she and her husband had purchased the property intending to run a massage studio. "I am a massage therapist and owner of Relief Massage," Francisco said when asked about the business. Councilmember Ted Munford asked whether objections had been filed; staff said one written objection cited parking and traffic concerns, and noted additional parking exists at the rear of the property.
The Planning Commission had unanimously recommended approval. After a brief public hearing and a motion to approve from Councilmember Ed Long, the Council voted unanimously to adopt Ordinance 2026‑11.
