The Vernal City Planning Commission voted May 12 to approve an amendment to the Quail Run II preliminary plat at 1621 West 500 South that adjusts lot layout, removes one building and reduces the overall unit count from 132 to 128. Assistant City Manager Braeden Christofferson told the commission that updated floodplain mapping affected the clubhouse location and a building footprint on the southwest portion of the site.
Chair Stephen Lytle asked whether piping the Steinaker Service Canal would remove the floodplain designation; Christofferson said the area "remained classified as a FEMA Zone A floodplain because it had historically been identified as a potential flood area, despite no base flood elevation having been established." Applicant Joshua Flake told commissioners that "the project engineer was currently working to determine a base flood elevation and noted that FEMA was also conducting a study of the area." Flake also said the retention pond constructed for the adjacent development may not fully satisfy the project's requirements and that further review could require an additional pond. Hailee Todich moved to approve the amendment (case 2026-015-SUB, Parcel #050670044); Ryan Balch seconded, and the motion passed unanimously.
