City attorney says state law governs political signs; Council declines to amend local code

City Attorney Michael Harrington briefed the Council on new state law concerning political signage and potential changes to Vernal City Municipal Code section 16.28.080.
"Mr. Harrington stated that new state law regarding the placement and use of political signs had recently become enforceable," Harrington said, noting the City’s existing code aligns with the new law in several respects. He explained the City cannot prohibit private property owners from allowing signs in park strips and that state law requires the City to establish a location to hold legally removed signs and attempt to contact owners before disposal; Harrington suggested the City front desk in the southwest portion of City Hall for holding removed signs and recommended not adding the requirement to municipal code because that may create future maintenance work should state law change.
Councilmember Nick Porter said he preferred not to add the requirement to city code; Councilmember Ed Long expressed concern about the storage and owner-notification requirement, but the Council reached consensus to make no change at this time.
