Claymont board authorizes appeal over disputed 4.2‑mill reallocation

The Claymont City Board of Education on Feb. 9 unanimously authorized legal counsel to file an appeal with the Ohio Board of Tax Appeals after the Tuscarawas County Budget Commission did not acknowledge the district’s April 14, 2025 reallocation of 4.2 mills of inside millage for permanent improvements.
The resolution, added as an agenda addendum, states in part: "The Board hereby authorizes legal counsel to file an appeal on its behalf in the Ohio Board of Tax Appeals from the February 9, 2026 decision of the Tuscarawas County Budget Commission… in which the Commission failed to acknowledge the Board’s April 14, 2025 reallocation of 4.2 mills of its inside millage for permanent improvements, unless the Commission takes action on or before March 1, 2026 acknowledging the Board’s April 14, 2025 reallocation of its 4.2 mills of inside millage." Mrs. Host moved the addendum and Ms. Campbell seconded; the roll call vote was unanimous.
Board members said the appeal is intended to protect the district’s plan for permanent-improvement revenue while staff pursue alternate capital plans. The resolution was again approved under New Business later in the meeting, with the board reiterating the March 1 deadline for the commission to act before counsel files the appeal.
