City staff and design consultants (AHBL) presented a Phase 1 site plan for the Perk recreation project on a 6‑acre site near Olympic College. The plan centers on two synthetic-turf multiuse fields (soccer, lacrosse), flexible courts/pickleball, a playground, restroom and storage buildings and roughly 100 stalls of on‑site parking. The team said synthetic turf allows year‑round play and tournament hosting.
Diane and Craig Skipton of AHBL walked council through test fits, geotechnical analysis, parking and permitting. Funding sources: the Public Facilities District (PFD) will provide $8,700,000 (including $1.6M cash plus a $7.11M bond) and the city intends to provide $4,290,000 plus property‑acquisition costs; staff estimated a full build‑out could cost $13M–$16M. The team plans to submit permits on June 18, finish 100% design while permits are processed, advertise for bids in October–November and award a construction contract in December with the intent to start construction next season.
