Todd County health and human services asks board to add two lead eligibility workers to reduce turnover
Summary
HHS asked commissioners to approve two lead eligibility-worker positions to provide on-the-job training, reduce burnout and improve timeliness; staff proposed reassigning front-desk staff and creating an accounting supervisor to offset costs and asked the board to approve the request at the next meeting.

Health and Human Services asked the board to authorize two lead eligibility-worker positions within Financial Services to address high caseloads, training demands and staff turnover.
Jackie said the leads would provide dedicated one-on-one training so new eligibility workers reach proficiency more quickly: “our request was to add 2 lead workers, in the eligibility under financial services.” Steven explained leads would work on caseloads while providing training and that having leads reduces the burden on supervisors who currently carry caseloads themselves. Commissioners questioned whether adding two leads simply shifts work internally or whether hiring leads would meaningfully reduce workload; staff said they expect a net improvement in training speed and retention.
Board members discussed posting and grading timelines, internal fills for lead roles and potential cost offsets (including elimination of an open care-coordinator position budgeted at $91,881 and other savings of roughly $71,000). Staff said they will prepare a board action with a BAF (budget action form) and seek Gallagher's grading of job descriptions so financial implications can be included on the agenda.
