County staff outlined a phased schedule (design through mid‑June, final design in October, a contractor MAC in November) and said some components could be deferred into later phases to reduce short‑term costs. Martin and county staff discussed prior grant and loan applications and warned that federal funding availability has been volatile; county staff are preparing rate analyses and public engagement for any future rate adjustments that could affect city ratepayers. Council and staff asked questions about capacity, digester replacement and long‑term land availability; the county said it owns sufficient adjacent land for future expansion.
