Commissioners asked for detail on year‑to‑year fluctuations and committee discussion pointed to program timing, home‑care changes and pandemic-era grants as drivers of the patterns. Staff said detailed spreadsheets of grants and funding sources would be shared with commissioners for follow‑up.
