The council voted to accept a Puget Sound Regional Council (PSRC) Rural Town Centers & Corridors planning grant totaling $311,400 to fund an 8th Avenue Realignment Safety and Transit Study. City staff said the grant requires a local match of 13.5 percent (about $48,600), which the city will pay using traffic-impact fees.
Josh Raines, city engineer, described the study scope: evaluate realignments, coordinate with Kitsap Transit on a potential mobility hub and bus rapid transit long‑range plans, and advance complete-streets concepts and pedestrian safety improvements. "We will come back and present the different alternatives that we looked at, and then the recommended alternative that comes to the top of the list, and a rough cost estimate," Raines said. Council agreed to accept the grant and authorized the mayor to sign the agreement so staff can advertise for consultant selection this summer.
