Personnel committee presented a revised employee handbook that reorganizes content and updates policies to reflect current law and local practice. Committee members said the overhaul simplifies navigation, consolidates redundant language and adds new sections such as a diversity statement and religious accommodations.
One highlighted change is overtime calculation. Committee members said they revised section 3.07 so annual leave would not count toward the hours used to compute overtime, aligning the handbook with labor‑law interpretations. "…we do want to not count annual leave towards the 40 hours," a committee member said when summarizing the change.
The handbook also adds a sick‑leave donation program: a recipient may receive up to 12 weeks while a donor may donate up to 80 hours. The revision removes names of specific vendor insurance plans to allow plan attachments to be maintained separately and updated as vendors change.
Council moved to approve the handbook as revised; staff said the cover date will be updated to the approval date. The committee recommended annual or as‑needed updates and will keep the document under periodic review.
