A recruitment consultant told the Charles Town personnel committee that responses to a search-criteria survey will form the foundation for an ideal candidate profile and grading matrix, and that the committee should target May 8 for in-person interviews.
"This search criteria survey is the most important thing in this process," said Brett Bauer, the consultant joining the committee by Zoom. Bauer said he will collect completed surveys, synthesize results into a candidate profile and grading matrix, and submit the matrix to committee staff for review ahead of formal advertising.
The committee agreed to circulate the survey to council members, senior staff and the outgoing city manager, a distribution the group estimated would reach about 13 people. Councilman Hines said members should take the process seriously: "this is probably the most important decision we're gonna make in the next several months," he said, arguing for careful questioning and review.
Bauer told the committee he is unavailable April 21–May 5 but can travel for in-person meetings on or after May 8; he recommended 30-minute time slots for elected officials while leaving flexibility for longer conversations with staff. Cindy Resmer, the committee contact, agreed to email the survey and to collect returned responses for Bauer to analyze.
Bauer said the recruitment brochure and advertising will follow approval of the grading matrix; the advertising period would run about 30 days. After the application window closes the consultant said he would present the candidate pool to the committee and categorize applicants into three tiers: those who do not meet minimum qualifications, those who meet them, and those who exceed them.
Next steps: Cindy Resmer will distribute the survey to the agreed recipients; Bauer committed to delivering the candidate profile and grading matrix in time for the May 12 personnel meeting so the committee can decide whether to post the job and begin the 30-day advertising period.
