"And because of the lack of 2 quotes, my recommendation is denial," staff said. Commissioners discussed whether components of the project could be bid separately (for example, roofing or painting subcontracting) to produce the required two quotes and noted the program typically receives $15,000 per year and $10,000 has already been allocated this cycle.
A motion to table the application while the applicant sought additional quotes was made and seconded, but it failed on a voice vote. Subsequent motions to approve the request as submitted also failed. Staff noted that the grant program's new fiscal year begins July 1 and that funds could be applied for again; they also said they could not earmark the current $5,000 strictly for a single applicant if it were denied tonight.
The applicant argued that the building is rapidly deteriorating and said he planned to pursue staged work if the commission could not provide funds now. Commissioners emphasized fairness in the bidding process and continuity of the successful façade improvement program while balancing immediate preservation needs.
The commission did not award the $5,000 at this meeting; the applicant may return with additional quotes in a future round.
